6.Nature of the contract:Fee-based contract.

7.Contract description:This service contract is devised as a technical support tool for work under the EURO +LABOR programme for the development of institutional and social capacities to implement the strategy to promote employment and boost income in 7 municipalities where the National Employment Service of Honduras (Servicio Nacional de Empleo de Honduras – SENAEH) of the Secretariat of Labour and Social Security (Secretaría de Trabajo y Seguridad Social – STSS) are active. These are Comayagua, Choluteca, Danlí, El Progreso, La Ceiba, San Pedro Sula and Tegucigalpa/Distrito Central; emphasis shall be placed on young people aged between 16 and 30 and women. To this end, the contractors shall perform a series of activities in order to achieve 2 main results: result 1. Strengthening the capacities of the SENAEH in order to increase decent employment opportunities and income in 7 municipalities where the STSS is currently active. Result 2. Strengthening the capacities of local parties involved in 7 municipalities in Honduras in order to implement plans for local economic development and employment promotion, with a view to adapting the strategy to promote employment and boost income (devised by the EURO +LABOR programme) to each specific context.

8.Number and titles of the lots:1 lot only.

9.Maximum budget:850 000 EUR.

10.Scope for additional services:The contracting authority, if it deems it necessary, may extend the project"s duration or scope, subject to the availability of funding, up to the estimated value of approximately 10 % of the contract value awarded. Any extension of the contract would be subject to satisfactory performance by the contractor.

11.Eligibility:Participation is open to natural persons and legal entities (individually or grouped together in a tenderers" consortium) established in a Member State of the European Union or in an eligible country or territory as defined in Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union"s instruments for financing external action, for the instrument under which the contract is financed (see also point 29 below). International organisations may also take part.

12.Application:Natural persons or legal entities who are eligible (see point 11 above) or groupings of said parties (consortia) may take part in the invitation to tender. A consortium can be a permanent grouping with a legal status or an informal grouping created for a particular invitation to tender. All the members of a consortium (i.e. the lead tenderer and all other partners) are to be jointly and severally liable vis-à-vis the contracting authority. Should a natural person or legal entity not meeting the eligibility criteria take part (see point 11), the party concerned will be automatically disqualified. Furthermore, should said party belong to a consortium, the whole consortium will be excluded.

13.Number of applications:Natural persons and legal entities can only submit 1 application, irrespective of the form their participation may take (as the sole legal entity or lead tenderer or partner in a consortium submitting an application). Should a natural person or legal entity submit more than 1 application, all the applications involving said party will be rejected.

14.Prohibition on alliances between shortlisted candidates:Any tenders received from tenderers which include firms not mentioned on the shortlisted application forms will be excluded from this restricted tender procedure, unless prior approval from the contracting authority has been obtained (see the Practical Guide — PRAG 2.4.3). Shortlisted candidates may not form alliances or subcontract to each other for this contract.

15.Grounds for exclusion:As part of the application form, candidates must submit a signed declaration, included in the standard application form, confirming that they are not in any of the exclusion situations listed in section 2.3.3 of the Practical Guide.

16.Subcontracting:Subcontracting is permitted.

17.Number of shortlisted candidates:Between 4 and 8 candidates will be invited to submit detailed tenders for this contract, depending on the applications received. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the contracting authority may invite those candidates meeting said criteria to submit a tender.

20.Initial deadline for performance of tasks:24 months.

21.Selection criteria:The following selection criteria will apply to tenderers. Where applications are from a consortium, these criteria will apply to the consortium as a whole, unless stated otherwise. The selection criteria will not apply to natural persons and single-member companies working as subcontractors. 1) Candidate"s economic and financial capacity (based on section 3 of the application form). Where the tenderer is a public body, equivalent information must be provided. The reference period that will be taken into account will be the last 3 financial years for which closed accounts are available:criteria for natural persons and legal entities: (a) the candidate"s average annual turnover must exceed the annualised maximum budget of the contract (i.e. the maximum budget stated in the contract notice divided by the initial contract duration in years, where this exceeds 1 year); and (b) the solvency ratio (current assets/current liabilities) for the last year for which closed accounts are available must be at least 1. In the case of a consortium, each member must comply with this criterion.2) Candidate"s professional capacity (based on sections 4 and 5 of the application form). The reference period that will be taken into account will be the 5 years prior to the submission deadline: criteria for natural persons and legal entities: (a) at least 10 % of the company"s staff must be permanent employees; (b) at least 20 % of the staff must be currently working for the tenderer in fields related to the employment sector, income and employment promotion, the productive sector, MSMEs or local economic development.3) Candidate"s technical capacity (based on sections 5 and 6 of the application form). The reference period that will be taken into account will be the 5 years prior to the submission deadline: criteria for natural persons and legal entities: (a) the candidate must have provided services under at least 2 contracts, each with a budget at least equal to that of this contract, in the fields of income and employment promotion, local economic development involving organisational work, or alliances with local parties from public and private entities, which were carried out at any time during the past 5 years: July 2012–June 2017. This means that the project to which the candidate refers could have been started or completed at any time during the given period, but it does not necessarily have to have been started or completed during that period, nor implemented over the entire period. Candidates or tenderers may refer to projects completed within the reference period (even if they began earlier) or projects which are still ongoing. In the first case, the project will be viewed as a whole if proof of service provision is provided (declaration or certificate from the entity which awarded the contract, proof of final payment). In the event of ongoing projects, only the part which has been satisfactorily completed during the reference period will be taken into consideration (even if said projects began earlier). This part must be supported by documentary evidence (in a similar manner to the completed projects), with details of its value. If a candidate or tenderer has carried out the project as part of a consortium, the percentage that the candidate or tenderer successfully carried out must be clearly stated in the documentary evidence, together with a description of the nature of the services provided, where the selection criteria with respect to relevance of practical experience were used. Prior experience involving a breach of contract and termination thereof by the contracting authority cannot be used as a reference.An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has therewith. In such an event, it must provide the contracting authority with evidence that the resources needed for performance of the contract are available to it, for example, by submitting an agreement from such entities to place said resources at its disposal. Such entities, e.g. the parent company of the economic operator, must comply with the same eligibility rules, particularly those regarding nationality, and fulfil the same selection criteria as the economic operator. With regard to the technical and professional criteria, economic operators may rely on the capacities of other entities only if the latter will carry out the works or provide the services for which these capacities are necessary. With regard to the economic and financial criteria, the entities on whose capacities the tenderer will rely shall become jointly and severally liable for contract performance. If more than 8 candidates prove to be eligible, i.e. meet all the aforementioned selection criteria, the respective strengths and weaknesses of their applications will be re-examined in order to select the 8 most suitable candidates. Only the following factors will be considered in this re-examination: • the highest number of contracts which meet criterion 3(a).

The word "Modificación" (amendment) or "Retirada" (withdrawal), as applicable, must be written clearly on the outside envelope (and on the corresponding inside envelope).
