5.Contracting authority:General Coordination Secretariat of the Government, represented by the food and nutrition security technical unit (Unidad Técnica de Seguridad Alimentaria y Nutricional — UTSAN), Tegucigalpa, REPUBLIC OF HONDURAS.

6.Nature of the contract:Fee-based contract.

7.Contract description:The contractor will carry out activities to organise the provision of logistics support services (hire of a venue and equipment, food, accommodation, transport, etc.) in order to run forums, workshops, meetings, fairs, events and experience-sharing activities related to the activities under the Eurosan-Occidente project: (i) central level (national food and nutrition security forum, workshops and meetings to strengthen UTSAN"s capacities and coordination with other parties involved), (ii) regional level (forums, fairs, workshops and meetings to support regional food and nutrition security committees), (iii) local level (fairs, workshops and meetings to support associations, municipalities and target groups in the west of the country), and (iv) activities to share experiences of the project"s beneficiaries with other groups in the country"s western departments, as well as in other target locations of the Dry Corridor Alliance in Honduras and elsewhere (Central America). Said activities will be at the request of and in coordination with UTSAN and the project management unit.

11.Eligibility:Participation is open to natural persons and legal entities (individually or grouped together in a tenderers" consortium) established in a Member State of the European Union or in an eligible country or territory as defined in Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union"s instruments for financing external action, for the instrument under which the contract is financed (see also point 29 below). International organisations may also take part.

12.Application:Natural persons or legal entities who are eligible (see point 11 above) or groupings of said parties (consortia) may take part in the invitation to tender. A consortium can be a permanent grouping with a legal status or an informal grouping created for a particular invitation to tender. All the members of a consortium (i.e. the lead tenderer and all other partners) are to be jointly and severally liable vis-à-vis the contracting authority. Should a natural person or legal entity not meeting the eligibility criteria take part (see point 11), the party concerned will be automatically excluded. Furthermore, should said party belong to a consortium, the whole consortium will be excluded.

13.Number of applications:Natural persons and legal entities can only submit 1 application, irrespective of the form their participation may take (as the sole legal entity or lead tenderer or partner in a consortium submitting an application). Should a natural person or legal entity submit more than 1 application, all the applications involving said party will be rejected.

14.Prohibition on alliances between shortlisted candidates:Any tenders received from tenderers which include firms not mentioned on the shortlisted application forms will be excluded from this restricted tender procedure, unless prior approval from the contracting authority has been obtained (see section 2.4.3 of the Practical Guide — PRAG). Shortlisted candidates may not form alliances or subcontract to each other for this contract.

15.Grounds for exclusion:As part of the application form, candidates must submit a signed declaration, included in the standard application form, confirming that they are not in any of the exclusion situations listed in section 2.3.3 of the Practical Guide.

16.Subcontracting:Subcontracting is permitted.

17.Number of shortlisted candidates:Between 4 and 8 candidates will be invited to submit detailed tenders for this contract, depending on the applications received. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the contracting authority may invite those candidates meeting said criteria to submit a tender.

18.Provisional date of the contract notice:November 2017.

19.Provisional date for commencing the contract:March 2018.

20.Initial deadline for performance of tasks:27 months from the date of contract signature.

21.Selection criteria:The following selection criteria will be applied to tenderers. Where applications are from a consortium, these criteria will apply to the consortium as a whole, unless stated otherwise. The selection criteria will not apply to natural persons and single-member companies working as subcontractors. 1) Candidate"s economic and financial capacity (based on section 3 of the application form). Where the tenderer is a public body, equivalent information must be provided. The reference period that will be taken into account will be the past 3 financial years for which closed accounts are available:• the candidate"s average annual turnover must exceed the annualised maximum budget of the contract, i.e. the maximum budget stated in the contract notice divided by the initial contract duration in years, where this exceeds 1 year (the required minimum annual turnover cannot be more than twice the estimated annual contract value, except in cases that are duly substantiated in the invitation to tender dossier), and • the solvency ratio (current assets/current liabilities) for the past year for which closed accounts are available must be at least 1. For consortia, each member must fulfil this criterion.2) Candidate"s professional capacity (based on sections 4 and 5 of the application form). The reference period that will be taken into account will be the 3 years prior to the submission deadline: • the candidate must have professional certification relevant to this contract, e.g. performance of contracts involving forums, workshops, events and experience-sharing activities in target countries and especially in Latin America,• at least 15 % of the tenderer"s employees must be currently working in fields related to this contract.3) Candidate"s technical capacity (based on sections 5 and 6 of the application form). The reference period that will be taken into account will be the 3 years prior to the submission deadline: the candidate must have provided services under at least 3 contracts. Each one must have had a budget at least equal to that of this contract and involved the running of forums, workshops, events and experience-sharing activities carried out at any time during the reference period: the last 3 years. This means that the project to which the candidate refers could have been started or completed at any time during the given period, but it does not necessarily have to have been started or completed during that period, nor implemented during the entire period. Candidates or tenderers may refer to projects completed within the reference period (even though they may have begun earlier) or projects which are still ongoing. In the first case, the project will be viewed as a whole if proof of service provision is provided (declaration or certificate from the entity which awarded the contract, proof of final payment). In the event of ongoing projects, only the part which has been satisfactorily completed during the reference period will be taken into consideration (even though they may have begun earlier). This part must be supported by documentary evidence (in a similar manner to the completed projects), with details of its value. If a candidate or tenderer has carried out the project as part of a consortium, the percentage that the candidate or tenderer successfully carried out must be clearly stated in the documentary evidence, together with a description of the nature of the services provided, if the selection criteria with respect to relevance of practical experience were used.Prior experience involving a breach of contract and termination thereof by the contracting authority cannot be used as a reference. An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has therewith. In such an event, it must provide the contracting authority with evidence that the resources needed for performance of the contract are available to it, for example, by submitting an agreement from such entities to place said resources at its disposal. Such entities, e.g. the parent company of the economic operator, must respect the same eligibility rules — particularly those regarding nationality — and fulfil the same selection criteria as the economic operator. With regard to the technical and professional criteria, economic operators may rely on the capacities of other entities only if the latter will carry out the works or provide the services for which these capacities are necessary. With regard to the economic and financial criteria, the entities on whose capacities the tenderer will rely shall become jointly and severally liable for contract performance. If more than 8 candidates prove to be eligible, i.e. meet all the aforementioned selection criteria, the respective strengths and weaknesses of their applications will be re-examined in order to select the 8 most suitable candidates. Only the factors stated below will be considered in this re-examination, in the following order: • the most contracts under criterion 21.3.1, • the most contracts under criterion 21.3.1 in Latin America (if the previous criterion fails to suffice for deciding between candidates).

23.Deadline for submission of applications:11.12.2017 (12:00), local time in Honduras.Applications received by the contracting authority after this deadline will not be considered.

When submitting their proposals, candidates agree to receive notification of the result of the procedure by electronic means. The notification shall be deemed to have been received on the day the contracting authority sends it to the e-mail address stated in the application.

26.Amendments to, or withdrawal of, applications:Candidates may give notice in writing before the deadline for submission of applications that they intend amending or withdrawing their application. Applications may not be amended after this deadline. Any notification of amendment or withdrawal must be submitted in accordance with point 25. The word "Modificación" (amendment) or "Retirada" (withdrawal), as applicable, must be written clearly on the outside envelope (and on the corresponding inside envelope).
